At my first opportunity to become a THPO, I struggled to find the resources that I needed to have a full and complete understanding of what my role and responsibilities were as a new THPO.
This training is my wish list from those early days in tribal historic preservation, I share with you, the best in the industry.
All Nations THPO School offers specialized training for Tribal Historic Preservation Officers. Our curriculum covers preservation laws, archaeological components, and technical understanding of actions impacting Indian Country, with a focus on the National Historic Preservation Act.
Sharing his 43 years of experience, 20 in the US Army Corp of Engineers and 20 in the Office of the Assistant Secretary of the Army for Civil Works, Charles “Chip” Smith established the first Army Civil Works Indian Affairs Programs.
An expert on the Rivers & Harbors Act and the Clean Water Act permitting and Waters of the United States (including wetlands), We will talk about all of these critical actions and how they impact Indian Country Interest.
Tribal Historic Preservation Officers (THPO) are the frontline warriors for all federal undertakings. THPO offices are also notified in cases where human remains, burial sites, and unmarked graves are adversely effected by any of these projects.
This particular training is for the individual who would like to have a forensic understanding of bones and the difference between human and faunal (animal) bones.
Molly Gibb and her canines are nationally certified Search and Rescue/Recovery volunteers. A K9 handler since 1997, Molly is dedicated to helping locate the missing.
Molly has assisted such law enforcement agencies as the BIA’s Missing and Murdered Unit, Oklahoma State Bureau of Investigation, US-FWS, FBI and County Sheriff Offices. Molly and her canines also assist in MMIP Searches.
Kevin Nolan is Director Applied Anthropology Laboratories (AAL) in the college of Sciences and Humanities at Ball State University in Muncie, Indiana
Kevin will be providing on basic archaeological survey and geophysical applications (GPR and Magnetometry) in archaeology for site identification and preservation needs.
In an industry that is least understood for THPO’s and tribal leadership is in Telecommunications.
Dina Bazzill has weathered all of the changes over the past 17 years in telecommunications and will bring this class up to date on the industry perspective.
Carol Butler with the Absentee Shawnee will demonstrate the Tribal System and share what has worked for them.

Stephanie Rainwater is a biologist and project manager for LJA Environmental Services. She is a member of the Delaware Tribe of Oklahoma and the Cherokee Nation of Oklahoma.
Stephanie will show our Fall Class of 2024 how to use the USFWS Information for Planning and Consultation (iPaC) website to determine the threatened and endangered species that may be within a project area.
Stephanie will also conduct a habitat assessment for those species, and a wetland delineation during the field portion of the training.
